Application Procedure for
Incoming Exchange Students

1) First, you must apply to your home institution (one with which KSU has a formal individual exchange agreement — see sidebar) for selection and official approval as an exchange student.

2) Your home institution notifies KSU’s International Office of your selection, and gives you KSU’s application form to fill out.

3)
Your home institution mails your application (including study plan), and portfolio (slides or photocopies) to KSU. The deadline for first semester (from April) is  November 15th of the preceding year, and for second semester (from September), April 15th.

4) KSU’s International Office contacts the appropriate KSU department to obtain initial acceptance and assignment of an academic advisor.

5) Proposal & acceptance of exchange student at KSU Faculty Meeting.

After formal acceptance, KSU International Office mails out the following forms:
• Formal Letter of Acceptance
• Dorm Application Form
• Personal Information Form for Student Accommodation
• Certificate of Visa Eligibility (CVE) Application Form, and related information

6) After these forms are returned to KSU International Office (together with a copy of your main passport pages and documentation of financial arrangements for the period of exchange – at least 100,000 yen: US$835 / 405 British Pounds / 605 Euros / AUS$940 per month – which is more than you should actually need to spend, of course), copies of the Dorm Application Form and Personal Information Form are passed on to the dorm supervisor.

7) The Certificate of Visa Eligibility application form (and passport photocopy) is submitted by KSU’s International Office to the Kyoto Immigration Office for processing.

8) When your CVE is ready (this may take up to one month in busy periods), KSU International Office express-mails it to you, together with our Pre-departure Guide pamphlet.You are responsible for obtaining your actual visa through your nearest Japanese Embassy or Consulate-General, before leaving your home country.

9) If required, KSU international office will make a reservation for you on a shuttle van from Kansai International Airport to the campus or dorm (about 90 minutes, door to door, costing 3,500 yen).

10) After arrival at KSU, you will fill out an application for Student ID card and Student Record Form. The ID card is also used for library access, and an internet account through KSU’s server, if required.

11) You will need to go to the local Kyoto Ward Office for alien registration processing (and to pick up your Alien Registration card after one month or so). KSU International Office usually takes students to the Ward Office to make the initial application.[This process may be changing in spring of 2010, to registration on arrival at the airport].

Health Insurance:

Short-term foreign exchange students with a student visa are required to join Japan's National Health Insurance (NHI or kokumin kenko hoken). Sign up at the ward office after applying for
Alien Registration.

The NHI covers usual medical costs including doctor's, hospital, and dental fees for necessary treatment (accident or sickness).

* 70% of the expense for medical treatment is covered by the NHI, so you only pay 30% of the official bill.
* There is an additional subsidy system (through JASSO, Japan Student Support Organisation, via the International Office) that reimburses 35% of the remaining fee. (So ultimately you pay for only approximately 20% of the original expense, though some treatments are not covered by this subsidy system).
* To join the NHI, you sign up at the ward office (immediately after applying for your alien card).
* The premium is about 1,800 yen per month, paid by monthly installments at a bank or post office. (This is the minimum fee, based on your not having received any income in Japan in the previous year).
* Coverage begins immediately on joining, but you need to join the NHI before receiving medical treatment. It's also important to cancel the cover before you leave Japan, or you will continue to be billed.

Comprehensive Personal Insurance:

Students at KSU must be covered by insurance for accident and damages. This cover
is available through KSU International Office from AIU [see under Accident & Health, Student Comprehensive Insurance (Japan)] for around 3,000 yen per semester. You can join on arrival.

Since this is a legal responsibility that KSU is required to fulfill, this payment is compulsory, even if you already have your own separate insurance coverage.

Under this AIU policy, if you cause accidental injury to other persons or accidental damage to property you will be covered for claims of up to 30,000,000 (30 million) yen. In addition it provides cover for 3,300 yen per day for hospitalization in the case of injury (for up to 180 days), and 3,000 yen per day for hospitalization in case of illness (for up to 60 days). Among other provisions it also provides life insurance (up to 1,136,000 yen).
